Unlocking private capital for aging US water infrastructure: policy changes needed to promote investment

Funding US water infrastructure requires changes

In the western United States, water infrastructure was funded by the federal government through the Bureau of Reclamation in the early to mid-20th century. However, this funding has decreased in recent years and interest has increased in alternative methods of infrastructure financing. A new Journal of the American Water Resources Association article notes that two of these approaches–public-private partnerships and loan guarantees–are hampered by existing federal budgetary policies, however.

In this article, Dr. Martin Doyle of Duke University notes that major policy changes are required to allow for private capital to be a significant player in financing and funding water systems with aging infrastructure.

He said: \”Everyone is in favor of increasing private investment into aging infrastructure, but no one wants to or can get down to the nitty-gritty of the policy changes that are needed to make these investments possible.\”
